APCC terms BJP’s demand unethical
ITANAGAR, Sept 6: The Arunachal Pradesh Congress Committee (APCC) has termed BJP’s demand for Home Minister’s resignation as unethical and said that it reflects the party’s insensibility towards crime.
In a release, APCC general secretary T C Tok warned BJP to refrain themselves from demanding resignation and issuing immature statement.
While saying that it is also concerned about such internal security, it suggested that all the political parties should come together cutting across their party affiliation to fight against the divisive forces collectively for peace and tranquility in the state.

ZIRO, Sept 6: Coinciding with the Teachers’ Day, the Abotani Vidhya Niketan School (AVNS), Ziro yesterday celebrated its 7th annual day in a colourful manner here at its school premises.
Attending the function, local MLA Tage Taki, while appreciating the teaching staff and managing committee for improving the quality of teaching, suggested the students to be sincere and hardworking.
Referring to present day’s technology and entertaining gadgets, the MLA observed that these gadgets and information technology are helpful and educative if used optimally, but one should not get precious time waste enjoying with them.
Describing the initial stage of life from 5 to 15 years as very precious and crucial in which one learns something new in every minute, he suggested especially the students of this age group to use the time only for learning. ITANAGAR, Sept 6: In the wake of the tragic death of a prominent businessman of the state capital at the hands of suspected abductors, Chief Minister Nabam Tuki reviewed the law and order situation in a high power meeting held here this evening. Governor condemns ghastly act

Expressing shock and deep grief at the sad demise of Chako, the governor said “We have to provide security to the people who come from different parts of our great Nation, render their valuable services by making immense contribution towards the growth and development of our State. Chako’s body flown to Kerala, organizations demand exemplary punishment for culprits
ITANAGAR, Sept 6: The body of the late businessman K P Chako has been airlifted to Kerala. His last rights will be held at his native town Puthuppally in Kottayam district of Kerala tomorrow.
It is reported that arrangements were made by the Govt for airlifting of the body as requested by Kerala Chief Minister Oommen Chandy to his Arunachal Pradesh counterpart Nabam Tuki on Friday. Chandy had reportedly rung up Tuki after the news of recovery of Chako’s body was flashed.
Tuki had expressed deep regret over the barbaric killing and conveyed the condolences of the government and the people of the state to Chandy.

Efforts on to enhance revenue generation, plug leakages
ITANAGAR, Sept 6: Chief Minister Nabam Tuki convened a review meeting of all revenue generating departments of the state government last evening and took stock of the latest updates and means to enhance revenue generation and plug pilferages.
The meeting was also attended by Chief Secretary Ramesh Negi, Finance Commissioner Ganesh Koyu and Planning Secretary Sonam Chombay.
Patiently going through the presentations and submissions of the departments, Tuki appreciated the concerns and suggested put in. He assured that based on the inputs and suggestions the Government will evolve a mechanism to enhance revenue generation as well as halt leakages as necessary.
“Mobilizing own resources and reaching the target set in revenue collection is of utmost importance to facilitate regular flow of funds for centrally sponsored schemes and projects,” the Chief Minister pointed. He said it was needed to contribute the State share as required for all central government projects.
While appreciating the concerned departments for coming up with latest revenue status in a short notice, Tuki, however, asserted that for proper accounting and maintenance of records, the revenue status should be calculated and updated on daily basis.
Reiterating his concern over reported leakages of revenue through various outlets,
he appealed the Head of Departments to streamline the functioning of their staff
particularly those working in the field and dealing straight with traders. He even

Responding to concerns expressed by the departments, the Chief Minister advised the Finance Department to release funds when needed. Several departments were of the view that due to delay in release of funds, it becomes harder to achieve the revenue target set by the government.

BJP sticks to its demand for HM’s resignation
ITANAGAR, Sept 6: Sticking to its demands for resignation of the Home Minister (HM) owning moral responsibility for death of abducted businessman K P Chako, State Bharatiya Janata Party (BJP) today said that the party can not remain a mute spectator to the falling law and order situation in the state.
The Home Minister had lost the moral right to continue his post after death of Chako. He should step down immediately for failing to safeguard the life and properties of common people,” BJP Spokesperson Techi Necha said in a release.
He said that state machineries has come to grinding halt due to mismanagement leading to complete breakdown of law and order, Necha said. He also said that no massive search operation was conducted in probable locations by police for safe release of the abducted person. The most astonishing fact was that the incident happened during the visit of Union Minister of State for Home Kiren Rijiju to the state capital, he said. The State BJP has been demanding the HM to step down over law and order situation. The party also alleged that the government was insensitive towards the “deteriorating” law and order situation.
While reacting to the press statement of the Arunachal Pradesh Congress Committee, Necha said that “the party was expecting nothing less than such a ‘ridiculous’ statement to hide the failure of the state government.”
Necha said that BJP will always play the role of a constructive opposition. But it does not mean that the party will remain a mute spectator to the growing law and order problems in the state, he said. The first and foremost duty of a welfare government is to secure the life and property of its citizen. But the ruling Congress Government in the state has totally failed to shoulder the duty, Necha alleged.
PMGSY population criteria may be relaxed
ITANAGAR, Sept 6: Union Minister for Rural Development Nitin Gadkari has assured to relax the population criteria for PMGSY in Arunachal Pradesh from 250 to 100 as per 2001 census to bring another 30 percent habitation in eligible category. Gadkari said this when Rural Development Minister Kumar Waii and Parliamentary Secretary (RWD) Jambey Tashi called on the former yesterday in New Delhi.
Responding to a memorandum, Gadkari promised to consider all the issues on priority and provide additional funds as per requirement. He advocated for quality construction and cement concrete roads which may be more economical.
The memorandum sought additional fund requirement of Rs.376 crore during the current financial year to construct 870 kms roads benefitting 350 habitations, cent percent funding for long span bridges upto 150 meter span and revisions of core network particularly for border areas so as to map the left out habitations with x, y, z coordinates and connectivity of 673 habitations in border areas irrespective of population,.
Waii also apprised the Union Minister about damages occurred on PMGSY roads in the recent floods and requested for one time grant of Rs.165 crores to restore the damaged roads/bridges.
New proposals to be submitted for a length of 1045 km road to provide connectivity to 157 habitations, mostly in border areas were also discussed to which the Union Minister responded positively. Issue about road construction from Tawang to Guwahati via Tashigaon (Bhutan) was also figured in the discussions.
Gadkari, who is also Union Minister for Road and Surface Transport, has informed that the matter is being taken up with Ministry of External Affairs for construction and completion of the road in Bhutan area.
Solung: Dancing History lost in transition

While it is inherent in every society around the world to preserve their history mostly through written records, preserving history through cultural practises is unique to our society. Solung has largely been a manifestation of such an endeavour. In a society alien to a culture of writing history, cultural practises like Solung serves as an important platform to mediate a community’s history. It provides for a platform for interpretation and reinterpretation of the community’s history which in turn is an important source of the community’s survival and existential vitality.
At the backdrop of colonisation and globalisation, followed by effective acculturation, Solung has been relegated to a mere festival of song and dance. No doubt Solung does have all the properties to be classified and celebrated as a festival, to compartmentalise it as a ‘festival ‘or more commonly as ‘festival of the Adis’, clearly limits the meaning and the very purpose of Solung.
Solung is derived from two words of the Adi language ‘So’ from ‘Sonam’ meaning dance and ‘Lung’ from ‘Alung’ meaning group or community. Solung literally would mean a group dance, this however has only led to a stereotyped understanding of Solung as a dancing festival. This understanding has led to a deviation from its main purpose, which have been largely oriented towards keeping the vitality of the culture of the community alive. The celebration of Solung not only involves community participation and dance but also mediating the community’s history in these gathering.
However this practise of mediating history in a unique community dance form, has
been improvised to fit with the changing social situation, a slew of assumed ‘modern
content’ like beauty contest, pre-
Solung as a cultural practise is symbolic to the many agrarian hill societies practising shifting cultivation, the ethics of the celebration is taken from revering the cycles of nature, which shapes their life systems and world view. Thus the onset of Solung is rightly after the sowing of the crops, the celebration is called forth mostly in anticipation of a good harvest.
The major component of Solung is Solung Abang (historical narratives sang by a professional individual) and Solung Ponung (dancing choir). The Abangs are an important form of narrating social experiences of the past, in the form of a song. It is in the Abangs the rich historical content of the community lie. The content of the Abangs involves personal, group or a community experience, these reveals the experience of the past, the general world view of the community, generally installing a meaning to ones existence in the group and a guiding directive for the future. The Ponung, the dancing choir on the other hand compliments these narratives with the rhythmic agreement with the narrator and his narrations. Both these major component of Solung is absent in the current idea of Solung and its various ways of celebration. Ponung has been misunderstood as a dance form whereas as its existence solely rely on complimenting the Solung Abang as a dancing choir group and as for the Solung Abang, its narrators and practise of singing Abang is on a speedy decline, nearing extinction. Very few of the Solung Abangs that are sung today are understood by the current generation, others (Abangs and Ponung) that remained documented lack articulated interpretation and substantial explanation.
The death of Abangs will mean the death of Ponung, the Adi community will be at great loss as with the end of both will be the end of the history of a community that had managed to flourish in its cultural richness and unique environment for centuries. This loss however will be greater for the entire humanity, as a unique cultural practise of narrating history, endemic in every human society, will be lost forever. Siang Tea launches basic training on textile works

RUKSIN, Sept 6: As part of its social welfare programme, Siang Tea is implementing Integrated Skill Development Scheme (ISDS) including basic training on textiles activities in rural areas of East Siang district, which received massive response from the rural unemployed.
The skill development training course is sponsored by Union Ministry of Textile.

and its economic viability, has targeted the dense populated villages of the district.

The Project Coordinator of Siang Tea run ISDS, Marshal Jerang informed that training on textile works was going in two centres at Oyan and Mirem village under Ruksin block. The projects works are being monitored by MODELAMA Exports, a Delhi based agency. The first batch of training on cutting, tailoring and stitching besides variable designing works has been completed, while the second batch of the training is going on.
Jerang was optimistic that his mission would be success in the hilly state by stimulating hidden talents of the rural craftsmen, who are waiting for a right platform to exercise their skills and enhance household economy through handloom and textile works. The Oyan centre has enrolled trainees from the nearby Arunachal villages as well as from Jelom, Oramghat and Leku area from neighbouring Assam. The seat capacity in each batch for both the centre is limited to 40 irrespective of male and female learners.
The mission also engaged a well trained ‘designer’ from Delhi, who has been imparting practical training on different attractive designs as per the demands of the market.

ZIRO, Sept 06: The Department of Political Science of Hill Queen Education Institute (HQEI), Ziro has organized a seminar on topic, ‘Insurgency in the North East’ today.
The seminar started with presentation of papers by the students. Based on the topic, three sub papers were presented by Haj Kaku, Class X on ‘Introduction and History of Insurgency’; Hage Tai class XII on ‘Reasons and Signs of Hopes’ while Radhe Nanyu Class XII presented on ‘ List of major militant groups in the north East.’
